This legislation changes what constitutes cruelty and aggravated cruelty to animals. Rather lengthy, it redefines what constitutes adequate care, food, shelter, ventilation, water, sanitary conditions, malice and veterinary care for animals. It further redefines punishments for these offenses and what is a justifiable action when injuring or killing animals in certain circumstances.
